Well, if you need a car as soon as possible, get the cheapest alternative. But if you can wait a little longer, save your money for the SRT-4.

It really depends on what year R/T. The earliest years were the coolest, with two-doors, a DOHC motor and a real suspension. Mind you, they had head-gasket problems like most Chrysler 4 cylinders, but they switched over to an MLS gasket which is a bit stronger. The later R/Ts were more just an excuse to charge more for stickers. They switched to a high-output but low-revving sohc version straight from the regular Neon and didn't do quite as much to lighten the car or beef-up the suspension.
Now the SRT-4 is truly an awesome idea. But it's better suited to cruising. Where the R/Ts and the ACR Neons were intended for use as circuit racing vehicles, the SRT-4 was more of a WRX-eating powerhouse drag racer.
I'd say if you wnt to build a race and track car, find an RT or ACR and gut it. The non-turbo motor will stand up better and longer when driven in anger on a track. If you just want to kick ass on the street, go with the SRT-4.

yeah u should buy the R/T preferably a 1996-1998 they had the head gasket problem fixed but yeah the motors in them are indistructable if u use synthetic oil they also have a large amount of aftermarket parts for them it would save u like 10k that u could spend on parts to make it faster than the SRT-4

The 420A DOHC did not have the headgasket problems mentioned above, the SOHC motors did. The 855A 2.4l Turbo used in the SRT-4 is simply a taller but nearly identical block. The heads are nearly identical and the cams are hotter than the SRT-4. A turbo from a SRT-4 and the injectors, fuel pump and induction system will bolt right on. The 2.4L Stratus Engine which is identical save from the rods and pistons to SRT-4 is a good swap and the SRT-4 internals are less than $400. Combine that with the nicer Koni Adjustable ACR struts and sway bars and you have a car that can slam an SRT-4.
